Major General (Ret) Robert C.G. Disney
, brings three decades of experience in leadership, military, intelligence, and domestic and international security operations to Sigma. Prior to founding Sigma, he was the President and Chief Executive Officer of US Defense Systems, Inc., a subsidiary company of Armor Holdings, Inc., a worldwide security services provider and security/law enforcement products manufacturer. Bob was the senior security executive for Chase Manhattan Corporation, Drexel Burnham Lambert Incorporated, and ITT Corporation. In each of these positions he had worldwide responsibilities, was the senior policy maker and executive for all security and safety functions and associated budgetary matters. In the wake of the bombing of the USS Cole in Aden, Yemen harbor, Bob authored a plan and presented it to the Commander-in-Chief, Naval Forces, Central Command/Commander, US Fifth Fleet to provide land and water side security for all US naval vessels entering foreign ports.


Prior to his civilian career, Bob served with the U.S. Army's elite Special Forces - the "Green Berets." After several combat tours in Southeast Asia, he was the Defense and Army Attaché in Afghanistan prior to the 1979 Soviet invasion. After his promotion in 1991 to Brigadier General, Bob served as the Chief of Staff for the New York Army Guard. During the past nine years, Bob recently completed his 10th term as the Chairman of the ASIS International Standing Council on Global Terrorism, Political Instability and International Crime. He is a charter member of the U.S. Secretary of State's Overseas Security Advisory Council and the International Security Management Association. Bob is a Certified Fraud Examiner and is also a Certified Financial Services Security Professional. Considered a terrorism, security and special operations expert, Bob has appeared on numerous occasions on CNN, NBC, MSNBC, the Fox News Channel and the Discovery Channel, as well as being quoted extensively in the New York Times, the Washington Post, the Los Angeles Times, and The Wall Street Journal.


Sheila Disney 
is the Chairman and Chief Executive Officer of Sigma International Holdings, Inc. Sheila has over 20 years of professional and business experience in nursing, operations, administration and management.


A graduated of the Anne Arundel School of Nursing in Annapolis, Maryland, Sheila has worked as a Charge Nurse, Staff Nurse, Environmental Laboratory Technician, and later Private Duty Nurse. Due to a work related injury she left the nursing profession and entered the field of business. For the next twenty years, she was involved in the domestic and international courier business with an industry leader, Sterling Courier Systems (Quick International, Inc.) a company specializing in guaranteed express and on-time delivery of high value shipments to include human organs used for transplanting. For the last thirteen years with Sterling she served as Director of Operations. Following this position, she become Director of Administration for USDS, Inc., (Armor Holdings, Inc.), a worldwide security services provider and security/law enforcement products manufacturer. Part of her responsibility was personnel recrutiment for a classified project, and employee administration.

Her desire to succeed in business propelled her to establish her own company, Sigma International Holdings, Inc. in 2001. Shortly after founding the company, it was awarded a multi-million dollar contract by the US Department of Defense (United States Navy) in the Kingdom of Bahrain. Recognizing the opportunities for business in the Middle East and Persian Gulf region, she formed Sigma-ARG, LLC in 2002, a partnership between Sigma International Holdings, Inc. and Afghan Resources Group. In early 2004, she formed Sigma-Al Fadul, LLC, a partnership between Sigma International Holdings, Inc. and an Iraqi company that was established in the early 1800's.

Sheila is a graduate of the Northern Virginia Security Academy and is currently licensed by the State of Virginia as a Private Investigator and a Personal Protection Specialist licensed to carry firearms. She currently holds a US Government Personal Security Clearance.


Michael J. Burke, CPA, serves as SIGMA's Corporate Secretary and Chief Financial Officer. He has 30 years of experience as a practicing CPA, finance manager, and tax planner. Michael's previous experience includes serving as an officer and director of The Parvus Company, an international investigative and security consulting firm; and Information Security International, a company specializing in operations and computer security. Michael has a Bachelor of Science degree in Accounting from the University of Maryland and is a member of the AICPA, Maryland Society of Accountants, and an associate member of the Association of Certified Fraud Examiners.


Marc E. Gruzenski
is the President of Sigma Special Projects Group, LLC. He specializes in high risk operations for multinational, Fortune 100 companies, utilizing skills refined after more than a decade as an officer in the U.S. Federal Government and the U.S. Military.

RADM William J. McDaniel, M.D., USN (ret)
serves as SIGMA's Medical Director. After a tour in Viet Nam with the US Marines, he became an orthopedic surgeon, later transitioning to administrative medicine. During his tours he commanded 4 hospitals. RADM McDaniel was later made Surgeon for the Pacific Command, a role which required him to visit virtually every country in the Pacific. He also served as a physician in the 1984 Olympics, held in Los Angeles.He is a medical practitioner with 32 years' service behind in the US Navy.


Since retiring from the Navy in 1997, Dr. McDaniel has worked as a consultant. One such profile consultancy included Chairmanship of a Blue Ribbon Panel investigating Bethesda Naval Hospital, on behalf of the Chief of Naval Operations. In 2005 he led the efforts of the Naval Hospital Ship USNS Mercy in relief of the tsunami-devastated Banda Aceh, Somalia; he remained there 3 months, living the last month in a tent on Nias Island, Indonesia, following the 29 March 8.7 earthquake near that island. Dr. McDaniel still works extensively with relief organizations.


Buck Buchanan is the Director for Protective Services who offers more than 30 years of domestic and international experience in close protection and diplomatic security services. Following his ten years of honorable military service as a member of the US Marine Corps elite Force Reconnaissance Team, he later served as a French Legionnaire with the 2nd Foreign Parachute Regiment (2e REP)where he conducted peacekeeping and offensive operations throughout Africa and the Middle-East. Since that time, Buck has worked in the private and government sectors for several agencies and Fortune 50 companies by providing close protection services for corporate executives and foreign dignitaries.


Maj. Simon de Saint-Claire, PhD, Director of Operations, brings almost three decades of International Security Sector experience to SIGMA. A former New Zealand Army Infantry Officer, for 12 years he worked with the United Nations Secretariat providing Strategic Services. Over the last decade he has acted as a Consultant, Advisor and Facilitator to IOs, IGOs, the OSCE, International Police and Security Agencies, as well as the Private Stability Operations Sector.

Academically he has a background in International Relations, Strategic Studies (Peace and Conflict), International Human Rights Law, Communication and Language.

He is a Subject Matter Expert in Rule of Law (International Police, Reform, Oversight, International Law); International Crisis, Peace and Stability Operations; and Geo-political Risk Management.


Floyd Allen, PPS, SCOP
, Director of Security and Safety Services, has extensive experience in the security, protection and safety arenas. Floyd serves as a sworn Police Officer (Special Conservator of the Peace) within the Commonwealth of Virginia.

A graduate of the prestigious Virginia Military Institute (VMI), he has worked in 17 countries on five continents providing personal protection to diplomats, corporate executives and individuals. Floyd has also designed and managed protection programs for a variety of US company foreign-based operations, most recently in Liberia. He is licensed in several US States as an Armed Personal Protection Specialist, as well as a certified instructor for security and firearms training. Moreover he is a certified Emergency Medical Technician (EMT), as well as Rescue and Recovery Diver. Floyd serves his community as a volunteer firefighter as a National Fire Academy Certified Incident, Health and Safety Officer. Floyd is an Instructor at the awareness and operations levels for hazardous materials mitigation. He is an International CPR and Infectious Disease Control Instructor for the American Heart Association, American Safety Health Institute and the American Red Cross. Furthermore Mr. Allen is a certified Instructor to the Department of Homeland Security for Incident Response to Terrorist Bombings and Prevention and Response to Suicide Bombing Incidents.

Heinrich Schneider, Deputy Director for European Operations, is a former Swiss Federal Police Chief Superintendent (Lt.Col.), bringing over 25 years experience in policing, criminal investigations (transnational crime), SWAT, international police, police leadership and crisis management to SIGMA. For almost a decade he was the Head of Swiss International Police Missions, operational in the field of police reform in cooperation with UN and EU in the Caucasus, Balkans and West Africa.

Apart from police management training and experience Heinrich Schneider's educational background includes leadership, psychology, communication and sales. During his entire police career he worked as an Instructor for police tactics and fitness - more recently delivering soft-skills situational focused behavioural training for personal management and development, as well as communication.

Since his retirement from Police Service in early 2010, Heinrich has offered consultancy services in security sector reform, project management, security related evaluation and training for government agencies and private organisations. Besides his home base of Switzerland, he has worked in the Balkans, Afghanistan, Haiti, Sudan, Ivory Coast and Nigeria.
